Russia’s Federation Council unanimously approved legislation to annex the Donetsk and Luhansk regions of Ukraine. This follows a similar vote yesterday in the State Duma (Russia’s lower house).
On Tuesday, the Russian parliament’s upper house voted to approve the incorporation of four Ukrainian regions into Russia. This is as Moscow moves towards officially annexing territory it captured from Kyiv in its seven-month-long conflict.
The Federation Council unanimously approved legislation to annex the Donetsk and Luhansk regions of Ukraine in a session Tuesday. This follows a similar vote yesterday in the State Duma (Russia’s lower house).
The documents now pass back to the Kremlin for President Vladimir Putin’s final signature to complete the process of formally annexing the four regions, representing around 18% of Ukraine’s internationally-recognized territory.
After holding what it called referendums within the occupied territories of Ukraine, Russia declared annexes. Kyiv and the Western governments claimed that the votes violated international law, were coercive, and not representative.
