Germany plans to issue its own version of a green card in response to a shortage of skilled labor. This green card is designed to make it easier to work for non-EU citizens.
In an effort to address its labor shortage, the German government has introduced its own version “green card”, called Chancenkarte. The Labor Ministry suggested that the labor shortage is slowing economic growth, as industry associations have complained for some time.
According to the German media, the new “opportunity” card, presented by Hubertus Heil, Labor Minister, this week will allow foreign nationals to travel to Germany to search for work, even if they do not have a job offer.
1) A bachelor’s degree or a professional qualification
2) At least three years of professional experience
3) Language proficiency or prior residence in Germany
4) Under the age of 35
These criteria are similar to those used in Canada’s points program, but it uses a more complicated weight system. In media interviews, the minister of the center-left Social Democrats stressed that there will be limitations and conditions. He explained that the German government would limit the number of cards each year based on demand from the labor market.
“This is about qualified immigration, an unbureaucratic process, and that’s why it’s important to say that those with the opportunity card can earn a living while they’re here,” Heil told WDR public radio on Wednesday.

“I believe this points system could be a great opportunity for people coming from other countries to work here,” she told DW. “Especially given Germany’s dwindling young population,” Thyagarajan explained, “her company currently gives preference to Germans and EU nationals when recruiting, simply due to the bureaucratic hurdles involved for anyone else.”
